          Stop Afrin Genocide

          Dear Secretary-General Guterres,

On behalf of the organizations and individuals listed below, malakurd condemns the military assault on Kurdish Afrin District by Turkish armed forces and its proxies, and malakurd asks that the United Nations take concrete actions to stop this from evolving into another regional conflict.

From the beginning of the Syrian Civil War, Afrin has been a safe haven for internally displaced refugees of all ethnicity fleeing violence. Based on a report published on June 2016 by the International Middle East Peace Research Centre, about 316,000 displaced Syrians of various ethnic backgrounds lived in Afrin District at the time.

Afrin District's land area is roughly 1,800 km2. According to the 2004 Syrian census, Afrin District’s population is around 200,000. The ethnicity of Afrin is approximately 75% Kurdish, 24% Arab and 1% other (Armenians, Turkmens), and its religion make up consists of Sunni Islam (89%), Christianity (6%), Alevism (4%) and other religions including Shia Islam and Ezidism (1%).

Since the beginning of the Syrian conflict, Turkey has been a destabilizing factor in Syria. Siding with fundamental extremists under the pretext of fighting terrorists, Turkey is now targeting western allied SDF forces. Turkish military on January 20, 2018, in violation of Article IV of the Charter of the United Nations launched a military operation in Afrin District. From the beginning of the operation to March 18, 2018, hundreds of civilians reportedly killed and more than 200,000 civilians have been displaced.

Turkish President Recep Tayyip Erdoğan expressed willingness in expanding the operation into the northern town of Manbij, which the US-backed Kurdish forces captured from ISIS in 2016. American officials in the city said they will militarily respond, if Turkey made such a move.

In Turkey, hundreds of individuals have been arrested for demonstrating against the operation and over 800 social media users and nearly 100 politicians and journalists have been arrested for criticizing the operation. Turkish authorities have also arrested numerous leaders and high-ranking members of pro-Kurdish and left-wing political parties.

During its operation on Afrin and its countryside, the Turkish government has used air and ground weapons, destroyed or heavily damaged water and electricity plants, health centres and the Afrin hospital. They burned crops, wounded and killed hundreds of civilians, including many women, elderly, and children.

Dear Guterres, as stated in the UN charter, we would like to remind you the principles, duties and responsibilities of the United Nations in situations like this.

          • To maintain international peace and security, and to that end: to take effective collective measures for the prevention and removal of threats to the peace, and for the suppression of acts of aggression or other breaches of the peace, and to bring about by peaceful means, and in conformity with the principles of justice and international law, adjustment or settlement of international disputes or situations which might lead to a breach of the peace [1-1-1]
          • To develop friendly relations among nations based on respect for the principle of equal rights and self-determination of peoples, and to take other appropriate measures to strengthen universal peace [1-1-2]
          • To achieve international co-operation in solving international problems of an economic, social, cultural, or humanitarian character, and in promoting and encouraging respect for human rights and for fundamental freedoms for all without distinction as to race, sex, language, or religion [1-1-3]
Dear Guterres, Afrin is a genocide unfolding under watchful eyes of the international community. One thing the past has taught us is that failing to act on time results in the loss of countless lives of civilians. Please intervene and stop this genocide.

We are demanding the UN to take concrete steps to force the Turkish government and its proxies to stop their military assault on Afrin and other Kurdish Districts in northern Syria and to withdraw their forces from the Kurdish territories. Also we ask the placement of a peace keeping force on the border areas between Syria and Turkey to stop the current conflict and prevent future conflicts from surfacing on both sides of the border.

We greatly thank you for your concerned statements on the situation and ask that you take actions reflective of the demands we expressed.

We look forward to your prompt attention to this matter.
